Devil Fruit name: Wata Wata Fruit (I made up a word, so it doesn't have a Japanese name)

Effects: Gives the user complete control over a strange liquid. This liquid doesn't have a official name so it's user decided to name it Wata. Wata is dark blue in colour but looks exactly like normal water aside from that. To the touch it also feels a lot like water but also feels a bit more oily...so it makes for great massages.
The Wata has different properties then normal water though, it can only freeze at -60 degrees. And can never ever evaporate. At the user's will the pressure can be changed which would also one to crush things in the wata. This wata does not effect devil fruit users in anyway and will not remove their power.
Weakness: There is only a limited supply of it, and it conducts electricty twice as well as regular water.
